“Barnacle Bill” was a very popular cartoon character for whom this toy was named after and was made in the 1930’s by the J. Chein Toy Company of New York City. There is some evidence to suggest that they may have subcontracted the manufacture to a Japanese company. We know it is a “Chein” product through advertising and catalogue entries. In addition, some examples have been found with the original packing box indicating “Chein” genesis.
“Barnacle Bill” was a character similar to Popeye in that he exhibited super human strength. This example is in excellent condition and in completely all original condition and finish with zero restoration or touch up paint of any kind. It also works great—-exactly like it did when it was new. The surface is in nearly perfect condition with a yellow and blue striped shirt; green leggings; orange shoes; flesh tones to bulging biceps and face; with red lips and a red hat written “Barnacle Bill” in black lettering.
To operate:
*wind up the attached clockwork key and place on a flat surface (preferably the floor)
* watch as “”Barnacle Bill” shuffles and dances across the floor haphazardly (operational video available upon request)

it would behoove an enterprising collector, dealer, or decorator to take advantage of the opportunity to buy as many of the vintage tin toys that I have listed for sale; it would create an immediate quality collection, as most of these toys came, either from a long time premium California collection or from my own shelves. It would take quite some time and effort to accumulate toys this clean, authentic, original, operable and in excellent condition.
